Our political program

Our political program in 10 points:

1. Army and Security

The DRC needs to restore the peace in the country. We need to establish a secured climate of quietness within our country and with our neighbors.

Therefore, we will:

• Reinstate all former mutual defense agreements lying our country with our traditional partners.
• To Put some places a politics of defense national
• Establish a true defense policy within a new military investments program
• Strengthen our army and polices forces - with the assistance of our partners
• Initiate welfare program in profit of the military widows and orphans

Sécurité

• Reorganize the intelligence and security community
• Reinstate the service technique of the intelligence community

Armée

• Reorganization of military judiciary system
• Optimization of the army Genius service
• Reorganization of the army administrative services
• Construction of the military Hospitals and housing
• Army strategy and equipment policy
• military training policy

2. Justice

The judiciary system is the foundation of any development. The deficiency of authority requires a deep reorganization of our judiciary system.

We will:

• improve the computerization of the judiciary system (fingers prints system record, lawful archives)
  
• improve of our International politics of Cooperation against the international criminality or terrorism
  
• implement a new system of a permanent training of Police officer and others polices supervisors
  
• review the waging system of the judiciary system workers according to other state worker or servant
  
• implement a system recognizing individual performance and pay the merit to encourage people who are performing over the average
  
• reinforce the anti-corruption policy
  
• create the police laboratory (investigation, forensic)
  
• create new prisons (more human)
  

3. Diplomacy and foreign affairs

Diplomacy

Our country's diplomatic personnel have suffered of the mismanagement of our country.

Therefore, we will:

• improve the management of the careers of our diplomats
  
• instate an effective recalling of those whose mission has been completed.
  
• assist our diplomats to settle any litigation born from the non payment of their salary during their mission
  
• balance the payment of their due salaries
  
• contribute on the cost of health insurance for our diplomats and their family
  
• establish maintenance contract for our embassy to protect our country’s assets
  
• improve our identification system by computerizing all our embassy representation (visa issuance, administrative assistance to the Congolese abroad)
  

Foreign policy

We will establish a clear foreign policy, guarantying our country interest and those of ours partners. Hence, our country will regain its place and its credibility among the nation. Our diplomacy is the face of our country's image abroad. It must be reflecting the positive image of our country to regain the confidence of the international community. We will:

• renew our privileged relations with our traditional partners: USA, Belgium, France, the European Union, Canada, Japan and all our country's friendly nation
• respect our country international agreements
• adopt a friendly foreign policy with our neighboring countries

4. Finance, economy and development

Finance

Our country needs to improve the fiscal system. More than 80% of our system still manual. To improve our states revenue, we will:

• improve our country's investment code to attract foreign investors and encourage investing in the country by Congolese
  
• sign a monetary partnering with our partners to stabilize our money
  
• accelerate the reforms of our banking system
  
• enhance and accelerate the computerization of our fiscal system and the internal revenue system
  
• develop a continuing training of our finance system tax collectors agents
  
• reorganization of the system of our countries expenses and resources management
  
• review the wagging system for our taxes collectors
  
• create a state treasury organization to manage the country assets.
  

Economy and Development

We taking the challenge of the free trading and the market globalization. That's why we are going to develop a better economic policy for our development:

• we have a three to five years development program
• we will initiate a goods exchanges markets – commercial, product trading to create business relationship among entrepreneurs in the country
• activate and accelerate all project aiming to build infrastructures (transportation, education, health care, energy, clean water distribution)
• re-instate our industries (metallurgy, oils, automobiles, pharmaceutical)
• industrialization of our agriculture over a national development program based on a repartition of the product over the country
• initiate new urbanization program
• develop new grants program to develop construction industry to create jobs in the country.

Energie

• Moderniser le secteur énergétique par la modernisation des équipements installés
• Repartir la distribution de l'électricité et améliorer l'électrification des grandes villes du pays par un approvisionnement continu des usagers
• Améliorer la distribution et l'accès à l'eau potable
• Accroître la création des nouveaux circuits de distribution de l'eau potable à travers tout le territoire national, la RDC est riche de plusieurs sources naturelles d'eau potable
• Pour les hydrocarbures on favorisera les explorations et l'exploitation des nouveaux sites.

L'agriculture :

• Moderniser sinon relancer l'agriculture, la pêche et l'élevage
• Mettre en oeuvre le projet d'autosuffisance alimentaire par une politique incitative pour accroître la production maraîchère
• Moderniser la production des composants de notre alimentation de base : Manioc, riz, maïs
• Allouer de crédits aux agriculteurs, pêcheurs et éleveurs
• Encourager l'artisanat.

5. Healthcare

Our country need to develop a healthcare system to improve public health and our citizen daily lives by:

• decentralizing the system all over the country and organizing the system in small primaries healthcares zones
• promoting the medicine preventive, and educating people on sanitary healthcare
• establish or improve the health care insurance system in the country
• providing free healthcare to the poorest people
• improve the compensation of medical staff in the public hospital
• encourage the cooperation of the traditional and the modern medicine

Sanitary program

• Restore and develop the waste management services all over the country
• Create a recycling industry
• Develop water canalization system as part of new urbanization program
• Restore the pest control program

6. Social et culturel

We will focus our effort on the poverty reduction and in the improvement of our citizen daily lives. Therefore, we will develop actions for the children, youth, seniors, veterans, handicapped and working families.

We will:

• organize the patients' families accommodation during an hospitalization period
  
• develop the nursing home and the retirement center for our seniors
  
• develop adoption center for young orphans or abandoned kids
  
• encourage woman promotion
  
• encourage the affirmation of a dynamic cultural identity
  
• be promoting the emergence of civil right organization
  
• develop a system promoting the equality of chance for all
• Construction of low income social housing facilities

Sur le plan culturel

La musique est une source de revenu indéniable pour l'état congolais. L'absence de l'esprit de management à la tête a été cruciale pour notre pays. Comment imaginer la capitale de la musique africaine ne produit même pas sa musique ? Tout est importé. Nous allons rattraper ce retard en investissant dans le développement de l'industrie de la musique et la formation des managers congolais capables de promouvoir et gérer notre musique. L'amélioration du niveau de vie de la population permettra à un grand nombre d'acquérir les équipements de base pour le confort quotidien : radios, télévisions, cinémas, théâtre.

Ainsi, nous allons adopter une politique d'accompagnement pour créer :

• une entreprise publique piloter par un Président Directeur Général;
  
• un institut supérieur de la musique
  
• une industrie nationale de production et de commercialisation des oeuvres musicales
  
• un fonds de crédit alloué aux artistes et producteurs de musique

7. Education

Over two decades of malformations and under education undermined our environment.

We will:

• conceive a new education and training policy
  
• promote continuing education and technical training
  
• improve the teaching jobs by providing permanent training to educator
  
• promote the fundamental research and the applied research studies
  
• enhance the promotion of known college and university teaching: public servant administration courses, management, industrial schools
• develop public Libraries to reduce analphabetism and improve access to information

8. Information Technology - wide computerization plan

The well governance system requires our country to develop the information system and reduce the gap over the information technology. We will initiate a large program of computerization of the public administration in the country. Our judiciary system and the financial ministry will quickly be fully connected in a network. We intend to create an institute of technology to follow up the state of art in technology over the world.

9. Sports and sports infrastructures

Even if we are one of the largest countries in Africa, the DRC has never organized a continental sportive competition. The country has an impressive lack of sportive infrastructures.

We will challenge this fact and:

• build the sportive infrastructures that our country needs to organize the African soccer competition and others continental meeting
  
• reorganize local championship in all level and all kin of sport all over the country
  
• implement a development program for all sport: football, volley ball, soccer, tennis, athletics, wrestling, hand ball.
  

10. Tourism

We will promote the image of our nation by encouraging and developing the tourism while developing our infrastructures - hotels, motels - We will advertise to bring people back in our country to visit our natural zoological park and many other natural resources: lakes, forest, and falls.

These lines of our program are not exhaustive. We will include our partners' suggestions to improve our ability to develop the DRC in our mutual interest.
